1. The Law on Higher Education of 2005 was a result of the conditions and trends we had observed in European and Polish Higher Education.
2. In the years 2010-2011, as a result of dynamic changes in the environment in which higher education system exists, minor changes in the law on HE will have to be implemented.
3. After the decade of 2000-2010, around the year 2013 (after 2-3 years of reflection), it will be right time for preparing major amendment of the law of 2005, so it can be implemented in 2013.
As a preparation for the second step (minor amendment), in the years 2008-2009 the Ministry prepared several documents with various proposals of changes and is currently working on the amendment.
As a preparation for the third step (major amendment) – two teams of experts were working simultaneously on strategy for higher education system development till 2020.
As a preparation for amendment two projects of strategy were developed: one by the consortium CRASP-PRF-CRVSP (insider point of view), second by consulting companies (outsider point of view).
Both projects consist of diagnosis and strategy.
The academic community project of Strategy was initiated by CRASP. CRASP pays the major role in the project. Conference of Rectors of Vocational Schools in Poland (CRVSP) is CRASP’s partner for the project, so is the Polish Rectors Foundation (PRF) – the project coordinator.
In the framework of public consulation, CRASP advertised the Strategy project in major Polish newspapers.
An executive summary of the “Strategy for Higher Education System Development 2010-2020” in English will be available soon.
At the same time Ernst & Young and the Gdańsk Institute for Market Economics received a commission from the Ministry of Science and Higher Education to prepare a project of the Strategy for the Ministry.
After public consultation period we expect that the government will accept final stategy, which will be the basis for the new plan of legislative changes for the period 2011-2015 (next term of office of the parliament).
